My issues is I want the aerial backgrounds from the ESRI basemaps, but I want my web map to be in a different coordinate system than the standard web mercator. That is where my hold up appears to be in creating the required basemap for sharing the map to AGO.

Then in the catalog pane, expand the Servers, find the Ortofoto layer and add it to your map. I can also choose any of the WMS listed coord systems and set my map to those, and the WMS will come in ok.

Luckily ArcGIS Pro (and ArcMap) will perform what's call on-the-fly projection, meaning that if your projected data comes into your map in a different projection than what the map is set it, ArcGIS will on-the-fly change it so that it fits.
