DVB-SH ("Digital Video Broadcasting - Satellite services to Handhelds") is a physical layer standard for delivering IP based media content and data to handheld terminals such as mobile phones or PDAs, based on a hybrid satellite/terrestrial downlink and for example a GPRS uplink.

The DVB-SH system has been designed for frequencies below 3 GHz, typically in the S-band. The DVB-SH standard EN 302 583 specifies a transmission system for hybrid satellite and terrestrial digital television broadcasting to mobile terminals. It is derived from the DVB-T, DVB-H, and DVB-S2 system specifications.

The present document specifies the transmission system using ETSI Digital Video Broadcasting standards to provide an efficient way of carrying multimedia services over hybrid satellite and terrestrial (DVB-SH) networks at frequencies below 3 GHz to a variety of mobile and fixed terminals having compact antennas with very limited directivity.

This paper presents two standards of digital television broadcasting to handheld devices - DVB-H and DVB-SH. Main properties of both systems are mentioned. Link layers and physical layers of both systems are then described and compared.
