Cars 2 (IMO) should have been a direct to dvd/home video release. Cars 1 spent so much time world building in Radiator Springs and pushing the ideas of loyalty and friendship with all of the characters that resides there that Cars 2 just seemed to have a “Caper” feel to it and felt like it was thrown together at the last minute.

If you suffer a catastrophic engine failure or similar problem where massive, critical components need replaced you are effectively so different that you aren't you anymore. Legislatively, that means that certain repairs that we can do on Earth cannot be performed in Cars to prevent that scenario.

Even the thing with Mater going to McQueen’s races, we never actually see any Piston Cup races after Cars 1 ends and before Cars 3 begins, so if you never saw Cars 2, it would just appear that Mater has always gone to McQueen’s races as it’s never mentioned in Cars 3 that McQueen didn’t allow it for a while.

Pixar wasn’t sure about his availability moving forward but they had already started production. So Pixar delayed the release to 2011, did a total rewrite of the script, and minimized his involvement in case he couldn’t return.
