Richard Carlton Paschall III is an American diplomat who served as the United States ambassador to the Gambia from 2019 to 2022.

Carl Paschall, a career member of the Senior Foreign Service, is the Deputy Coordinator for Operations Policy and Military Coordination responsible for oversight of the Counterterrorism Bureau’s Office of Technical Programs and Operations Policy (TPOP), and the Office of Crisis Response, Preparedness, and Special Coordination (CRSC).
