It was basically a response to all the people who were drawing bill as a suave, tall, tumblr sexyman kinda guy. I'm sure just googling "bill cypher human" will show you tons of examples.

I prefer this human bill design to yellow onceler. Aside from it being canon it’s more creative and accurate and you can’t ship dipper with it.

This is literally based off of Hirsch's own design for human Bill. You forget how much of a freak Bill is about screwing up any flesh vessels he gets (PAIN IS HILARIOUS!)
