Beluran (Malay: Pekan Beluran, Chinese: 比魯蘭), formerly Balmoral [1] [2], is the capital of the Beluran District in the Sandakan Division in eastern Sabah, Malaysia.

The Beluran District (Malay: Daerah Beluran) is an administrative district in the Malaysian state of Sabah, part of the Sandakan Division which includes the districts of Beluran, Kinabatangan, Sandakan, Telupid and Tongod. The capital of the district is in Beluran Town.

Beluran is a federal constituency in Sandakan Division (Telupid District as well as Beluran District), Sabah, Malaysia, that has been represented in the Dewan Rakyat since 1995. The federal constituency was created in the 1994 redistribution and is mandated to return a single member to the Dewan Rakyat under the first past the post voting system.
