During the viera village especially there's vibes that suggest Balthier is part of the reason Fran won't return anytime soon, all general longings for freedom aside. Personally, I always found this relationship to be extremely competently executed.

If so, you've already read the "Rash of Thefts" rumor in Gollund, so what you need to do is go to Dorter, read the "Call of Guards" rumor, and try to leave Dorter which will throw you into a battle which will allow you to recruit Balthier at the end of the battle.

Balthier - Shikari/White Mage = Allows you to be a tank, thief, fast DPS character, best Remedy user and use White Magick. The second-best Yiazmat Killer. Fran - Uhlan/Monk - Allows you to deal reliable physical damage against flying enemies with spears and poles, can be a tank, and can use Heavy Armour to boost spear/pole damages.

My Balthier runs around with dual wielded Chaos Blades, Thief's Cap, Ninja Gear, and Brigand's Gloves, With abilities Piracy (of course), Darkness, First Strike/Shirahadori, Dual Wield (hence the weapons), and Move+3. With this set-up, he can hit for huge damage with barrage, or he can hit a group with Abyssal Blade/Unholy Sacrifice.

More importantly, I don't see when I'd ever use that Balthier in my party. Right now, my "core" group will be Vaan (physical attack), Ashe (magical attack), and Penelo (healing/support). I'll sub in Basch if I want someone tankier, and sub in Fran if I want additional support or more aggressive support.

The reason Balthier is not recommended as a gun user is that his animation speed with guns is slower than all other characters (except Penelo). However, in practice this means you lose out on about 1 extra shot every 15 shots - which is not a whole lot, considering that most fights you won't even GET to 15 shots before the enemies are dead.

Increasing Balthier's Fa though makes him vulnerable to Fa based magic though the magic evade from the kaiser shield helps mitigate that. Set attack boost/arcane strength or vehemence for support to increase dmg. Buffing Balthier w/ faith also helps. I would prefer longbows, spears or knight swords though as Balthier's weapon.
