No, during the Arlong Park arc it's mentioned that Arlong was released in the East Blue by a Warlord called Jimbe but it's not talked about more than that. That's the only relation Arlong has with warlords and he isn't one himself.

Arlong hasn’t been seen in quite some time, and the last he was discussed him and his crew were taken by the Marines. Only Hatchen apparently escaped. I thought he would have been in Impel Down, but he was technically part of Jinbe’s crew at the time so he should have been released due to Jinbe’s Shichibukai status.

Hordy was a member of the Royal army and received special training which he states made him stronger (which Arlong didn't get) both are one-sided stomps for Hordy imo. Plus, consider Hyouzou's fight against Zoro as a good baseline as to whether or not Hordy would slap.

Think about it, Arlong being so big and bad comes kind of out of nowhere in the manga. You don't really hear or see much about him to build him up. The reason he works so well is because that arc builds him up then and there and you forget about that, but in a shorter series he'd basically come out like "Here's the new big bad of the week" and ...
