So he would've been working alongside Kakashi and Itachi for atleast a while considering Shisui was ATLEAST 3 years older then Itachi.

Jun 4, 2020 · The reason that they often look overly weak is twofold; the Jonin we are supposed to be used as bench mark are literally the best Jonin in Konoha, they are all exceptional even by Jonin standards; while the faceless Anbu are used for power scaling, so they end up fighting insane opponents, like Giant Summoning Creatures, Obito, etc.

They also kept their names and emotions. They also are the anbu that were guarding the village and the hokage (example orochimaru vs hiruzen fight).
