药品使用中出现的问题应当分为药品不良反应（Adverse DrugReaction，ADR）和药品不良事件（AdverseDrug Event，ADE），这两者是有一定区别的。 药品不良反应指的是药品在预防、诊断、治病或调节生理功能的正常用法用量下，出现有害的和意料之外的反应。
