The main reason why I think that 7n39 is the fact that no armor will block any flesh damage done. Unlike BS ammo that will potentially get blocked by level 6 armors.

I checked and BT is described as "5.45x39 mm BT cartridge with armor-piercing tracer BT bullet," while PP is "5.45x39 mm PP GRAU Index 7?10 cartridge with enhanced penetration PP bullet." BT has a penetration of 39 while PP is 32. Could it be that PP is better for shooting through cover and not armor?
