2013年6月4日 · I think this link explains the tradition of the Feast of Nazr on 22 Rajab beautifully. Although it is a social gathering, it is based on the concept of Islamic fulfilment through penance (Nazr), with references from the Qur'an and Ahadith.

What is related to the persons upon whom the hadd punishment is to be conducted (e.g., pregnancy, breastfeeding, etc.), which is also mentioned in Qawā'id Ibn Rajab 3/225 (Hanbali, Arabic only). I do not know of a comprehensive list of all potential causes for delay, though.
