If that was my average framerate I would play something else. Problem is if you are getting 15 fps while doing normal things, you are probably going to get 1 fps while raiding with 24 people. I like my settings to be base around 50-60 fps, with 24-30 fps being the bare minimum for raids. In the past I would adjust the quality to make it happen.
