The intention was to achieve a federation like the Soviet Union, with a common head of state, legislature, flag, coat of arms, anthem, constitution, army, citizenship and currency. The Union was ratified by the Russian State Duma on 22 December 1999 and the National Assembly of Belarus on 26 January 2000.
