Are the cia files a separate download from the ROM that you need with it? Or are cia files the "ROMs" just in another format, which can be encrypted or decrypted (and if encrypted you would also have to decrypt?

What about 3DS roms, though? These seem like a nightmare to find, the most legit site I found was Ziperto but it had only one of the two games I wanted, the links are either dead or don't work or download the usual shady .exe files, the google drive and reddit threads about it …
