Purpose. Since 1983, the Inter Tribal Council of Arizona, Inc. (ITCA) has provided technical assistance to tribes to improve drinking water and wastewater regulatory compliance by Tribal utilities in regards to the Safe Drinking Water Act and the Clean Water Act, with the primary purpose of improving and protecting the health and safety of their public.
