Here are two budget Hotels on the seafront at La Rada beach in Estepona:- Hotel Ciudad & Hotel Buenavista - both are opposite the beach but by the busy road beside the promenade. A room with a seaview balcony could be noisy. I stayed in a self catering townhouse situated in the "old town" Estepona in June 2019 just a five minute walk from La Rada beach, the "old town"shops & Restaurants. There maybe other Hotels worth considering just a few minutes walk from the beach in the "old town". Estepona is really lovely and I am looking forward to returning again next year! I hope this is of help to you.
