You would have to look at the State Park's website. We visited several parks in MN to see waterfalls in mid April and while the park itself was open some waterfalls required you to take unpaved travels to get there. We encountered snow and ice. The falls here are right off the parking lot and while it is a short walk to the bridge to see the rest of the upper and lower falls you do have to walk through unpaved areas.

This season's weather has brought the river to unusual heights and depths. Obviously, the higher the surface water, the deeper the pools. Swimming in this river, as in most of the area's rivers, is not advisable after rainstorms until the river returns to it (new) normal current and depth. The onsite rangers are very willing and able to advise you on this. Caution is always recommended, but if you can go in the river at all, try the pool at the base of the upper falls by walking into it from the east side (and DON'T try jumping into the falls itself!).
